ഉത്തരവിലെ അപാകം : മുഖ്യവിഷയം പഠിപ്പിക്കുന്ന അധ്യാപകര്‍ക്ക്‌ ജോലി പോകും
കണ്ണൂര്‍: സര്‍ക്കാര്‍ ഉത്തരവിലെ അപാകം കാരണം മുഖ്യവിഷയങ്ങള്‍ (കോര്‍ സബ്‌ജക്ട്‌സ്‌) പഠിപ്പിക്കുന്ന സീനിയര്‍ അധ്യാപകര്‍ക്ക്‌ ജോലി നഷ്ടമാകുന്നു. ശാസ്‌ത്രം, ഗണിതം, സാമൂഹ്യശാസ്‌ത്രം അധ്യാപകരാണ്‌ നിയമനത്തിന്റെ അനുപാതം മാറ്റിയതോടെ ഭീഷണിയിലായത്‌. സംസ്ഥാനത്ത്‌ നൂറോളം അധ്യാപകര്‍ ഇത്തരത്തില്‍ ശമ്പളമില്ലാത്തവരാണ്‌.
നേരത്തെ എയ്‌ഡഡ്‌ ഹൈസ്‌കൂളുകളില്‍ 1:1:1 അനുപാതത്തിലാണ്‌ ശാസ്‌ത്രം, ഗണിതം, സാമൂഹ്യശാസ്‌ത്രം അധ്യാപകരെ നിയമിച്ചിരുന്നത്‌. 2002-ല്‍ ഇംഗ്ലീഷ്‌ കൂടി ഉള്‍പ്പെടുത്തി 1:1:1:1 പുതിയ അനുപാതം വന്നതോടെ നേരത്തെ നിയമിച്ച ക്രമം തെറ്റി. മൂന്ന്‌ ശാസ്‌ത്രാധ്യാപകരുള്ള സ്‌കൂളില്‍ ഒരു ഇംഗ്ലീഷ്‌ അധ്യാപകന് വന്നാല്‍ ബാക്കി രണ്ടുപേര്‍ അനുപാതത്തില്‍ പെടാതെ അധിക (എക്‌സസ്‌) തസ്‌തികയിലാകും. ഡിവിഷന് കുറയുമ്പോള്‍ പുതുതായി നിയമനം കിട്ടിയ ഇംഗ്ലീഷ്‌ അധ്യാപകനെ നിലനിര്‍ത്തി, എക്‌സസ്‌ അധ്യാപകനാണ്‌ ജോലി നഷ്ടപ്പെടുക. ഇങ്ങനെ 12 വര്‍ഷം സീനിയര്‍ ആയവര്‍ ഉള്‍പ്പെടെ ആയിരത്തോളം അധ്യാപകര്‍ പുറത്താക്കല്‍ ഭീഷണിയിലാണ്‌. ഇതിനെതിരെ കോര്‍ സബ്‌ജക്ട്‌ ടീച്ചേഴ്‌സ്‌ കോ-ഓര്‍ഡിനേഷന്‍ എന്ന കൂട്ടായ്‌മ രൂപവത്‌കരിച്ച്‌ അധ്യാപകര്‍ സമരത്തിനിറങ്ങിയിട്ടുണ്ട്‌. സാധാരണ ഉത്തരവ്‌ വന്നാല്‍ അതിനുമുമ്പേ സര്‍വീസില്‍ പ്രവേശിച്ചവര്‍ക്ക്‌ സംരക്ഷണം ലഭിക്കുന്ന രീതിയിലാണ്‌ അവ നടപ്പാക്കുക. എന്നാല്‍ നേരേത്തെ സര്‍വീസില്‍ വന്നവര്‍ക്ക്‌ ഭീഷണിയാകുന്ന അവസ്ഥയാണ്‌ ഇപ്പോള്‍. തസ്‌തികകള്‍ നഷ്ടപ്പെടാന്‍ തുടങ്ങിയപ്പോഴാണ്‌ അധ്യാപകര്‍ക്ക്‌ ഉത്തരവിലെ അപാകം മനസ്സിലായത്‌.
അതേസമയം ഡിവിഷന് കൂടിയാലും ജോലി നഷ്ടപ്പെടുമെന്ന അവസ്ഥയിലാണ്‌ കോര്‍ സബ്‌ജക്ട്‌ അധ്യാപകര്‍. ഡിവിഷന് ആനുപാതികമായി ഇംഗ്ലീഷ്‌ അധ്യാപകരെ നിയമിച്ചാല്‍ നേരത്തെയുണ്ടായിരുന്നതില്‍ ചിലര്‍ 'എക്‌സസ്‌' ആകും. പിന്നീട്‌ ഡിവിഷന് കുറയുമ്പോള്‍ സീനിയര്‍ അധ്യാപകനാകും പുറത്തുപോകുക.
സര്‍ക്കാര്‍ ഹൈസ്‌കൂളുകളിലെ നിയമനത്തിനും ഈ പ്രശ്‌നമുണ്ടെന്ന്‌ കോ-ഓര്‍ഡിനേഷന്‍ സെക്രട്ടറി പി.എം.ശ്രീജേഷ്‌ പറഞ്ഞു. പുതിയ ഇംഗ്ലീഷ്‌ അധ്യാപകന് വന്നാല്‍ ഡിവിഷന് കുറയുമ്പോള്‍ സ്ഥലംമാറ്റം കിട്ടുന്നത്‌ സീനിയര്‍ അധ്യാപകനാകും.
അടുത്തിടെ ജോലി നഷ്ടപ്പെട്ട കൊല്ലത്തെ അധ്യാപകന് ഹൈക്കോടതിയില്‍നിന്ന്‌ അനുകൂലവിധി ഉണ്ടായിരുന്നു. എങ്കിലും സര്‍ക്കാര്‍ ഉത്തരവുണ്ടാകാത്തതുവരെ ഈ പ്രശ്‌നത്തിന്‌ ശാശ്വതപരിഹാരമുണ്ടാകില്ല. ഈ പശ്ചാത്തലത്തില്‍ കോര്‍ സബ്‌ജക്ട്‌ അധ്യാപകര്‍ www.cstckerala.blogspot.com എന്ന വെബ്‌സൈറ്റ്‌ രൂപവത്‌കരിച്ചിട്ടുണ്ട്‌.

അധ്യാപകരുടെ ജോലിസംരക്ഷണം ഉറപ്പാക്കണം
തിരുവനന്തപുരം: ജോലിയില്‍ നിന്ന്‌ പുറത്താക്കിയ ഹൈസ്‌കൂള്‍ കോര്‍വിഷയ അധ്യാപകരെ തിരിച്ചെടുക്കണമെന്ന്‌ കോര്‍ സബ്‌ജക്ട്‌ ടീച്ചേഴ്‌സ്‌ കോ-ഓര്‍ഡിനേഷന്‍ ആവശ്യപ്പെട്ടു.
സീനിയര്‍മാരായ നൂറിലേറെ അധ്യാപകര്‍ക്കാണ്‌ ഇത്തരത്തില്‍ തൊഴില്‍ നഷ്ടപ്പെട്ടതെന്ന്‌ കോ-ഓര്‍ഡിനേഷന്‍ ഭാരവാഹികളായ ദാമോദരന്‍, ശ്രീജേഷ്‌ പി. എം, ഉണ്ണികൃഷ്‌ണന്‍ തുടങ്ങിയവര്‍ പത്രസമ്മേളനത്തില്‍ പറഞ്ഞു.
തങ്ങള്‍ സര്‍വീസില്‍ പ്രവേശിച്ചശേഷം വന്ന ഉത്തരവ്‌ പ്രകാരമാണ്‌ തസ്‌തിക കുറയുമ്പോള്‍ സീനിയറായ അധ്യാപകര്‍ക്ക്‌ ജോലി നഷ്ടപ്പെട്ടുകൊണ്ടിരിക്കുന്നത്‌. അതേസമയം ജൂനിയര്‍ അധ്യാപകര്‍ സര്‍വീസില്‍ തുടരുകയും ചെയ്യുന്നു.
സീനിയോറിറ്റി പുനഃസ്ഥാപിക്കുക, അധ്യാപകരെ തിരിച്ചെടുക്കുക, 2002ന്‌ മുന്‍ സര്‍വീസില്‍ പ്രവേശിച്ചവരെ വിഷയാനുപാതം പാലിച്ച്‌ സൂപ്പര്‍ന്യൂമററി തസ്‌തികയില്‍ സംരക്ഷിക്കുക തുടങ്ങിയ ആവശ്യങ്ങളുന്നയിച്ച്‌ സംഘടനയുടെ നേതൃത്വത്തില്‍ ആഗസ്‌ത്‌ 14ന്‌ അധ്യാപകര്‍ സെക്രട്ടേറിയറ്റ്‌ ധര്‍ണ സംഘടിപ്പിക്കുമെന്നും അറിയിച്ചു. .

Addressing a press conference here, CSTC President K P Damodaran said about 1,000 teachers of Science, Mathematics and Social Studies faced job threat following a Government Order directing school authorities to appoint teachers qualified in English for handling English language teaching in high schools.
These core subject teachers, who taught English and had more than ten years of service with them, became redundent after the appointment of English Language Teachers in the wake of the 2002 order, he claimed and said although there was a projection clause in the order stating appointment should be done without causing retrenchment to the existing core subject teachers, many were facing job threat.
He said the victims, hailing from teachers unions affiliated to various political parties, had sent many representations to the authorities after the issuance of the order but of no avail prompting them to resort to agitational path

| മലപ്പുറം: പുറത്താക്കല്‍ ഭീഷണി നേരിടുന്ന അധ്യാപകര്‍ക്ക്‌ ജോലിസംരക്ഷണം ലഭിക്കുന്നതുവരെ സമരപരിപാടികളുമായി മുന്നോട്ടുപോകാന്‍ കോര്‍ സബ്‌ജക്ട്‌ ടീച്ചേഴ്‌സ്‌ കോ-ഓര്‍ഡിനേഷന്‍ ജില്ലാ കണ്‍വെന്‍ഷന്‍ തീരുമാനിച്ചു. 2002 ജനവരി ഏഴിലെ സര്‍ക്കാര്‍ ഉത്തരവില്‍ ഇംഗ്ലീഷ്‌ അധ്യാപക നിയമനത്തിന്‌ ഇംഗ്ലീഷ്‌ ബിരുദവും ബി.എഡും കഴിഞ്ഞവരെ നിയമിക്കണമെന്ന്‌ പറഞ്ഞിരുന്നു. എന്നാല്‍ ഉത്തരവിനുമുമ്പ്‌ ഇതര വിഷയങ്ങളില്‍ യോഗ്യതയുള്ളവരും ഇംഗ്ലീഷ്‌ പഠിപ്പിച്ചിരുന്നു. അവര്‍ക്ക്‌ ഈ ഉത്തരവിലൂടെ ജോലിക്ക്‌ ഭീഷണി നേരിടുകയാണെന്ന്‌ സംഘടന പറയുന്നു. ഈ ഉത്തരവുപ്രകാരം 12വര്‍ഷം സര്‍വീസുള്ള അധ്യാപകര്‍പോലും പിരിച്ചുവിടല്‍ ഭീഷണിയിലാണെന്ന്‌ സംഘടന അറിയിച്ചു. സമരപരിപാടിയുടെ പ്രാഥമികഘട്ടമായി ഭീഷണി നേരിടുന്ന അധ്യാപകര്‍ മലപ്പുറം വിദ്യാഭ്യാസ ഉപഡയറക്ടര്‍ക്ക്‌ നിവേദനം നല്‍കി. 2002 ജനവരി ഏഴിലെ ഉത്തരവിനുമുമ്പ്‌ സര്‍വീസില്‍ പ്രവേശിച്ച അധ്യാപകര്‍ക്ക്‌ അന്നത്തെ നിയമപ്രകാരം 1:1:1 പ്രകാരം സംരക്ഷണം നല്‍കണമെന്ന്‌ കണ്‍വെന്‍ഷന്‍ ആവശ്യപ്പെട്ടു. വിവിധ ജില്ലകളില്‍നിന്നായി 250-ഓളം അധ്യാപകര്‍ കണ്‍വെന്‍ഷനില്‍ പങ്കെടുത്തു. പ്രസിഡന്റ്‌ കെ.പി.ദാദോദരന്‍ അധ്യക്ഷതവഹിച്ചു. സെക്രട്ടറി വി.കെ.രാജീവ്‌ സ്വാഗതവും കൃഷ്‌ണപ്രസാദ്‌ നന്ദിയും പറഞ്ഞു. എന്‍.കൃഷ്‌ണകുമാര്‍, ശ്രീജേഷ്‌, പദ്‌മപ്രസാദ്‌ എന്നിവര്‍ നേതൃത്വം നല്‍കി. |

Core subject teachers allege neglect

The teachers recently formed an organisation, Core Subject Teachers Co-ordination (CSTC), to highlight their cause.
They said a number of core subject teachers with more than ten years of service across the State were facing threat to their job because of the official "indifference" towards them.
They said the "uncertainty" started when the government issued an order on January 7, 2002, directing school authorities to appoint teachers qualified in English for handling English language teaching in high school classes.
Subject ratio
Until then, the core subject (science, maths and social studies) teachers themselves were handling English language in schools and the subject ratio was 1:1:1.
When English was accommodated as a core subject, the subject ratio became 1:1:1:1 making recruitment of English language teachers compulsory.
This resulted in a lot of other core subject teachers becoming redundant.
CSTC secretary P.M. Sreejesh said the government order in 2002 had assured security of job to those who entered the service before 2002. Clause 3(a) of the order (11/02), according to him, has clearly said that this should be done "without causing retrenchment to the existing HSAs."
Mr. Sreejesh pointed out that despite this "protecting" clause in the order, hundreds of core subject teachers were facing threat to their job.
"Salary of more than 25 teachers has been withheld since 2005 in the Malabar region alone and many more are facing the threat," he said.
Memorandum
CSTC members said the DPI had sent a letter to the government secretary asking to act upon this issue. "But so far, no confirmation has been issued and uncertainty looms large on our future," they said.
An executive committee meeting of the CSTC on Thursday decided to bring the issue to the notice of other teachers' organisations.
It also decided to submit a memorandum to the DPI, government secretary and the Education Minister after the election. "We are also planning to move the court if none of these yield a result," said Mr. Sreejesh.
